In order to ensure uninterrupted provision of the population with high-quality, innovative and safe outpatient medicines within the framework of the State Fund for the Protection of Health Care, the Ministry of Health of the Republic of Kazakhstan has created a working group with the participation of chief freelance specialists, clinical pharmacologists, Republican research institutes, and the State Enterprise on the Right of Economic Management “National Scientific Center for Health Development named after Salidat Kairbekova” to update the List of ALO.
As stated by the press service of the Ministry of Health, the purpose of updating is to maintain the list of ALO in a current state for the effective provision of medical organizations and patients with the necessary means. The Project provides for the exclusion of 32 nosologies that do not affect mortality and life expectancy with an increase in the coverage of outpatient drug provision of other chronic diseases that affect mortality and life expectancy. In addition, the exclusion of nosologies is due to the following reasons:
- the course of diseases (conditions) does not exceed 1 month;
- acute conditions for which it is difficult to determine the predicted need depending on the changing epidemiological situation or disease;
- requiring antibiotic therapy, the use of which without determining susceptibility will lead to the development of antibiotic resistance;
- redistribution of resources to provide for higher priority categories of patients;
- expansion of outpatient drug provision for citizens with diseases that affect mortality and life expectancy, as well as improving the availability of vital drugs for patients with chronic diseases;
- rational redistribution of financial resources in favor of providing medicines to patients with critical diseases (diseases of the circulatory system, diabetes, cancer, etc.).
The financial resources released as a result of the update will be redirected to providing medicines for the treatment of chronic diseases that lead to serious consequences and also impose a financial burden on patients and their families.
Thus, as a result of the exclusion of the above-mentioned nosologies, the ALO List contains chronic diseases that require long-term and more expensive treatment.
