Socially significant medicines and medical services will be completely exempt from VAT

The Chairman of the Committee for Social and Cultural Development of the Mazhilis, member of the AMANAT party faction Askhat Aimagambetov stated that the Government of the Republic of Kazakhstan, when discussing the draft of the new Tax Code of the Republic of Kazakhstan, made concessions to parliamentarians by exempting medical services and medicines related to socially significant diseases from paying value added tax (VAT).

"As part of the discussion of the Tax Code, the government's conclusion supported our amendments: medical services and medicines related to socially significant diseases will be subject to VAT at a rate of 0%. This means that according to the list, which will be approved by a government decree, the most socially significant medicines and medical services will be completely exempt from VAT. And most importantly, this will help avoid a sharp increase in prices for our citizens," said Askhat Aimagambetov.

Meanwhile, the position of the Majilis members was initially even broader – they insisted on a complete exemption from VAT for all medical services and medicines. However, the government opposed it. Therefore, during the discussions, such a compromise was found.

“Moreover, for other medical services and medicines that will still be taxed, an agreement has been reached on a smooth transition: from 2026 – VAT rate of 5%, from 2027 – 10%,” the deputy noted.

In addition, Askhat Aimagambetov drew attention to the following fundamentally important point: services and medicines within the guaranteed volume of free medical care and compulsory medical insurance will also be completely exempt from VAT.

“And at this stage, the main thing is to maintain access to medicine and drugs for the most vulnerable citizens,” the people’s representative emphasized.
