The import of medicines and medical devices to Kazakhstan in the first six months of 2020 increased by 19% in monetary terms ($531 million) and by 16% in physical volumes (14 thousand tons). If the last figure is translated into indicators by day, it turns out that the republic imported 78 tons of medicines and medical devices every day. It is worth noting that in 2018 and 2019, the import of pharmaceutical products at the most added 10%.

Medicines are imported to Kazakhstan from 63 countries of the world. In addition to pharmaceutical powerhouses of developed European and Asian countries, manufacturers from such countries as South Africa, Egypt, Macedonia, San Marino, Puerto Rico, Cyprus can also be found among suppliers. Kazakhstan imports the most pharmaceutical products from Russia, every third ton of medicines comes from its northern neighbor. During the pandemic, the Russian Federation increased its influence on the Kazakh pharmaceutical market, increasing the volume of supplies by 64%. The most expensive imported medicines were products from Germany. German pharmaceutical products account for 16% of the market of imported medicines in monetary terms.

Kursiv Research has compiled a rating of key players in the field of sales of medicines and pharmaceutical products. The estimates were based on data on the amount of taxes paid at the end of 2019, the share in the retail market in monetary terms (according to Vi-Ortis, the agency for consulting services in the field of pharmaceuticals), the participation in the procurement of a single state distributor for the first half of 2020 (information from the SK-Pharmacy press service).

1. "Medservice Plus" Kazakh Pharmaceutical Company LLP

"Medservice Plus" KPhC topped the rating and showed the best results in both segments of the pharmaceutical market of Kazakhstan. According to the information from the "SK-Pharmacy" website, in the first half of 2020, the company supplied the state with medicines and medical products to the amount of 14.5 billion tenge. Experts of the Vi-Ortis agency calculated that by the end of 2019, Medservice Plus held a 17% share in the retail market. The company has been in the top three for third consecutive year.

According to the information from the goszakup.gov.kz website, the founders of the company are two legal entities: "Group Invest Management" LLP and "InroCorp AG" JSC. Authorized person of the founder, according to an extract from the Swiss trade register shab.ch, is Bernhard Forster, a resident of a small commune near Zurich.

In the next year and a half, the company may lose its leadership among the SK-Pharmacy suppliers. Since April 2019, the organization has been included in the list of unscrupulous participants in public procurement. This decision was made by Askhat Saudabayev, Judge of the Specialized Interdistrict Economic Court of Atyrau Oblast, who considered the claim of Atyrau Oblast Hospital against LLP. The claims were related to the non-fulfillment of the obligations assumed.

In 2016-2017, by the decision of the Specialized Interdistrict Administrative Court of Almaty, the KPhC was fined for creating a cartel – anticompetitive coordinated actions with other market participants. The amount of the fine, taking into account the confiscation of monopoly gains made up 324 million tenge (data from judicial acts).

2. Amanat LLP

The "Amanat" national distributor took the second place in the Kursiv Research rating due to the highest turnover and a large share in the retail market. Based on the analysis of Vi-Ortis over the past year, 20.9% of all medicines are supplied to pharmacy chains by Amanat.

According to the data from the kgd.gov.kz website in 2019, the company paid 3.3 billion tenge to the budget, in the first six months of 2020, the amount of payments has already exceeded 1.8 billion tenge.

The Karaganda distribution company, which started business as a regular pharmacy 24 years ago, is among the top three in terms of the number of contracts with foreign manufacturers. The chief executive of the company is Ayan Rysbekov.

3. INKAR LLP

According to Vi-Ortis, last year INKAR became a leader in sales in the retail market and took a small share among suppliers of medicines for state institutions. The share in the total volume of public procurement is 7%. As reported on the sk-pharmacy website.kz, this year LLP supplied medicines amounting to 7.2 billion tenge to the single distributor of Kazakhstan.

The data of the State Revenue Committee of the Republic of Kazakhstan show that the company regularly pays taxes, but the company's turnover is less than that of the first two competitors. For 2019, 588 million tenge was paid by INKAR LLP to the budget, for the first half of this year – already 350 million tenge.

At the end of 2019, the company's management announced the launch of a business process automation program, in which it is planned to invest more than $ 3 million over five years, the Association for Support and Development of Pharmaceutical Activity of the Republic of Kazakhstan reports. It involves the use of foreign artificial intelligence systems in technological processes. Software robots will independently monitor and download price data, monitor the debt of wholesale buyers, and prepare information for tender procedures. The main person of the organization is Aliya Yerimbetova.

In January of this year, the Public Procurement Committee of the Ministry of Finance of the Republic of Kazakhstan tried to include the company to the list of unscrupulous suppliers by the reason that INKAR representatives, as winners of the competition, did not sign a supply contract on time. However, the pharmaceutical company challenged this order in court.

4. Stopharm LLP

An active participant in the public procurement system has executed state contracts for more than 12 billion tenge this year. A domestic distributor from the Tobyl City, Kostanay Oblast, imports medicines from far and near abroad. According to analysts of Vi-Ortis, Stopharm had a share of 8.7% in the retail market in 2019. The General Director is Bauyrzhan Zhumanov.

Over the past five years, Stopharm lawyers have participated in court proceedings more than 50 times. One of the sensational cases of the past years is the accusation of the company by representatives of the Anti-Cartel Department of the Committee for Regulation of Natural Monopolies and Protection of Competition in coordinated actions with the "Medservice Plus" KPhC and "Romat" PhC LLP. After numerous court sessions, Stopharm was fined to 93 million tenge by the decision of the Administrative Court of Kostanay.

5. Ak Niet LLP

In terms of sales in pharmacy chains and public procurement, Ak Niet is on a par with Stopharm. The history of the formation of enterprises is also similar. From a small pharmacy in Shymkent, the company has grown to a national distributor, and owns a chain of Europharma pharmacies. The company is also a manufacturer of herbal medicinal products, owns a mineral water bottling plant, and medical centers.

In 2019 , LLP took 36th place out of 50 in the rating of the largest private companies of the Republic of Kazakhstan according to Forbes.kz. According to this information resource the sole founder of the LLP is Kairat Itemgenov, a businessman who in previous years held positions in Samruk-Energo JSC, Tegis Munai LLP.

6. Amity International LLP

According to Vi-Ortis data for 2019, the company occupies a tenth of the commercial market of medicines in Kazakhstan and sells pharmaceutical products from 269 domestic and foreign suppliers. Amity International LLP is part of the Russian pharmaceutical group of companies Katren JSC. The main shareholders of JSC are millionaires Vladimir Spiridonov and Leonid Konobeyev. According to the data of katrengroup.ru annual revenue of LLP exceeds 32 billion tenge, over the past year it has grown by 7%.

7. Zerde Group of Companies

"Zerde Scientific and Production Association" LLP has a small share in the retail pharmacy segment - 4.4%. It is part of the Zerde Group of companies. Last year, the Scientific and Production Association paid 166.7 million tenge to the budget.

The total tax payments of the entire group, including "Zerde Scientific and Production Association" LLP, "Zerde-Pharma" LLP, "Zerde-Phyto" LLP, "Merey-2" LLP amounted to 437 million tenge for 2019.

According to data from the zerdegroup.kz website the founders of the group are Mukhtar Bitemirov the Deputy of the City Maslikhat of Shymkent and Badritdin Nishankulov the Deputy of the Maslikhat of Turkestan Oblast.

Own share

According to the Statistics Committee of the Republic of Kazakhstan, Kazakhstan's pharmaceutical production also demonstrated growth in the first half of 2020 - the pharmaceutical industry of the republic increased production by 23.6% (compared to the same period last year), domestic companies shipped medicines to the amount of 61 billion tenge.

It is domestic manufacturers who occupy a significant share in the volume of purchases of SK-Pharmacy. The state buys from them 34.8% of all medicines and medical devices necessary for state hospitals. In monetary terms, this figure amounted to 37 billion tenge in the first half of the year.

The most significant shares in public procurement among domestic manufacturers of medicines are held by Shymkent "Chimpharm" JSC (12%) and "Nobel APhF" JSC (11%). Karaganda Pharmaceutical Complex LLP accounts for 7% of the total volume of purchases of SK-Pharmacy, the Kazakh-Turkish company Abdi Ibrahim – 4.8%.
