The European Commission plans to reduce EU countries’ reliance on China and India for antibiotics and other widely used drugs, but officials say that will be difficult given rising prices.
The Essential Medicines Act, which is being tabled, aims to address weaknesses in the supply chain for around 270 essential drugs listed in December.
Governments are expected to abandon the long-standing practice of buying generic drugs based solely on price, a criterion that puts European generics at a disadvantage compared with suppliers from China and India.
One of the active ingredients used in 80% of antibiotics comes from Asia, mainly China.
The final decision on tenders will be made by the health ministry of each of the 27 EU countries, rather than the European Commission. They will have to rely on their own budgets when purchasing drugs, a source at the European health authority said on condition of anonymity.
