During the meeting, Deputy of the Majilis of the Parliament of the Republic of Kazakhstan Guldara Nurumova spoke. She stated that the introduction of VAT on medical services could have an extremely negative impact on the already imperfect healthcare system. In practice, before a diagnosis of socially significant diseases is made, it will be very difficult to rank medical services into those that are subject to VAT and those that are not. There are risks that patients will undergo medical examinations for months before a correct diagnosis is made, or in order to avoid VAT, everyone will suspect oncology or infection, or another socially significant disease, just in case. As a result, our morbidity rates may increase.
According to the deputy, out of 15 minutes allocated for a patient's appointment, more than 80% of the doctor's time is spent working on the computer and performing uncharacteristic functions. Instead of paying due attention to the patient, doctors are forced to determine which package of the State Fund for Medical Assistance or the Compulsory Medical Insurance a specific type of medical care belongs to. Now doctors will additionally have to determine whether the service is subject to VAT or not. When to treat a patient, what quality can we talk about here?
Guldara Nurumova recalled the horrors of the pandemic, the shortage of beds, doctors and health workers, equipment, medicines, when patients could not find basic ascorbic acid and saline solution, not to mention oxygen concentrators. In her opinion, the consequences of introducing VAT could be much worse, as the number of medical organizations, doctors and health workers will decrease.
"We also must not forget that the rural population may suffer first, since today the provision of equipment and specialists in the regions is not at the proper level. In most cases, villagers cannot leave their farms and wait for their turn for months and are forced to receive paid services. The increase in prices due to the introduction of VAT will further reduce the availability of medical services and, as a result, there will be an increase in cases of self-medication, appeals to healers and dubious specialists, which will definitely lead to an increase in advanced cases of oncology and other diseases," the deputy said.
