From February 1, 2025, the information system for marking and traceability of goods (IS MPT) plans to include the function of checking the owner of the marking code. Enabling verification of the owner of the marking code in the product marking and traceability system is of great importance to ensure the integrity, safety and reliability of the entire system. To date, verification of the owner of the marking code in the MPT IS is disabled, which allows participants in the circulation of medicines to generate traceability documents without being the owners of the codes and to carry out further deliveries. However, this creates certain risks for the traceability and safety system of drug circulation:
"If the system does not check the owner of the marking code, there may be risks of using illegally obtained marking codes. For example, participants in the turnover may generate documents on goods without being their legal owners, which may lead to the distribution of illegal goods on the market. This measure will increase the efficiency of the marking system, improve interaction between market participants and government agencies, and ensure reliable protection of consumers," shared Anar Karibayeva, head of the project for marking and traceability of medicines of the Unified Operator.
Enabling verification of the owner of the marking code requires preliminary preparation and adaptation of all participants in the circulation of medicines, including manufacturers, distributors, pharmacies, medical institutions, etc. For an effective transition, it is necessary to notify all participants in the circulation in advance and ensure the configuration of systems and training of employees.
As of January 6, 2025, 3,173 pharmacy organizations, 276 pharmacy warehouses, 1,780 medical organizations that are suppliers of the Federal Compulsory Medical Insurance Fund and 768 state medical organizations were registered in the MPT IS.
Let us recall that from July 1, 2024, mandatory labeling and traceability of medicines was introduced in Kazakhstan. The purpose of labeling and traceability of medicines in Kazakhstan is to ensure transparency and control over the movement of medicines at all stages of their life cycle: from production or import to the end consumer. This is achieved by applying Data Matrix codes to each package of medicine, which allow tracking their movement in real time.
