By Resolution No. 786 of the Government of the Republic of Kazakhstan dated September 23, 2025, amendments were made to two key documents regulating the provision of medical care to the population: Resolution No. 421 of June 20, 2019 "On approval of the list of medical care in the compulsory social health insurance system" and Resolution No. 672 of October 16, 2020 "On approval of the list of guaranteed volume of free medical care".
The amendments and additions affect the lists of specialized outpatient medical care, including cleanliness and screening tests. They are aimed at eliminating duplication between the compulsory health insurance (CHI) and guaranteed volume of medical care (GVMC) packages, thereby ensuring a clearer distinction between the types of medical services.
The list of specialized outpatient medical care provided under the guaranteed volume of medical care now includes a provision for screening tests for the early detection of cancer. However, these tests are excluded from the compulsory health insurance package.
The resolution shall come into effect upon expiration of ten calendar days after its first official publication and shall apply to legal relations that arose from May 7, 2025.
