Kazakhstan is reforming its drug supply system: what will change?

The Ministry of Health is introducing personalized accounting, labeling and hospital pharmacy to improve control and availability of medicines.

From January 1, 2025, medical organizations in Kazakhstan can purchase medicines and medical products through the web portal of the Electronic Finance Center of the Ministry of Finance of the Republic of Kazakhstan. This ensures transparency, control over expenses and eliminates corruption risks.

A pilot project to decentralize outpatient drug provision will begin in Astana on July 1, 2025. It will introduce a co-payment mechanism, which will simplify patients' access to the necessary drugs.

In 2024, 78 departments of clinical pharmacology and hospital pharmacy (OPH) were opened in medical institutions of Kazakhstan. In 2025, it is planned to launch another 150 such departments, and by 2026, they should appear in all hospitals of the country. These departments will be engaged in personalized accounting of medicines and their rational distribution, which will increase the safety of treatment and reduce the likelihood of drug shortages.

New measures have been introduced to control pricing: marketing and transport markups have been eliminated, a single regressive markup scale has been established, the cost of generics has been reduced by 30%, and price monitoring through the tax service has been strengthened.

Since July 1, 2024, Kazakhstan has introduced mandatory labeling of medicines, which allows tracking their movement and prevents counterfeit products from appearing on the market.

The outpatient drug supply system is also being modernized. In 2024, on the instructions of the Head of State, a pilot project was launched to issue medications through the Social Wallet service. As part of the initiative, patients have already been issued 3.5 million packages of medications based on electronic prescriptions with QR codes.

The Ministry of Health continues to reform the drug supply system, making it more accessible, transparent and safe for citizens.
