The Ministry of Health is amending the rules for the provision of specialized medical care in outpatient settings

By order of the Minister of Health of the Republic of Kazakhstan dated January 24, 2025 No. 5, amendments and additions are introduced to the order of the Minister of Health of the Republic of Kazakhstan dated April 27, 2022 No. ҚР ДСМ-37 "On approval of the rules for the provision of specialized medical care in outpatient settings". In particular, the following amendments and additions are introduced:

"the preamble shall be set out as follows:

“In accordance with subparagraph 43) of paragraph 15 of the Regulation on the Ministry of Health of the Republic of Kazakhstan, approved by the Resolution of the Government of the Republic of Kazakhstan dated February 17, 2017 No. 71, I ORDER:”

in the Rules for the provision of specialized medical care in outpatient settings, approved by order:

paragraphs 1 and 2 shall be set out as follows:

“1. These Rules for the provision of specialized medical care in outpatient settings (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 43) of paragraph 15 of the Regulation on the Ministry of Health of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated February 17, 2017 No. 71 and determine the procedure for the provision of specialized medical care in outpatient settings.

2. The following concepts are used in these Rules:

1) information and communication technologies - a set of methods for working with electronic information resources and methods of information interaction carried out using a hardware and software complex and a telecommunications network;

2) a specialized specialist - a medical worker with a higher medical education and a certificate in the field of healthcare;

3) the authorized body in the field of healthcare (hereinafter referred to as the authorized body) - the central executive body that carries out management and intersectoral coordination in the field of protecting the health of citizens of the Republic of Kazakhstan, medical and pharmaceutical science, medical and pharmaceutical education, sanitary and epidemiological well-being of the population, circulation of medicines and medical devices, quality of provision of medical services (assistance);

4) remote medical services - provision of medical services for the purposes of diagnosis, treatment, medical rehabilitation and prevention of diseases and injuries, conducting research and assessments using digital technologies, ensuring remote interaction of medical workers with each other, with individuals and (or) their legal representatives, identification of these individuals, as well as documentation of the actions they perform;

5) primary health care (hereinafter referred to as PHC) is the place of first access to medical care focused on the needs of the population, including prevention, diagnosis, treatment of diseases and conditions provided at the level of the individual, family and society;

6) medical assistance in the system of compulsory social health insurance - the volume of medical assistance provided to consumers of medical services at the expense of the assets of the social health insurance fund;

7) guaranteed volume of free medical care (hereinafter referred to as GVFMC) - the volume of medical care provided at the expense of budgetary funds;

8) medical information system - an information system that ensures the management of processes of healthcare entities in electronic format.";

add points 3-1 and 3-2 with the following content:

"3-1. When conducting instrumental research methods and diagnostic studies in outpatient settings, information and communication technologies are used to support medical decision-making."

3-2. In outpatient settings, reading and (or) decoding of research results is carried out, including with the use of remote medical services when sending medical images, research to another medical organization, provided that such medical organization has a license for medical activity indicating the corresponding profile of the licensed type of activity";
