Within the framework of the draft law on improving the Compulsory Medical Insurance System approved in the Majilis of the Parliament, it is proposed to introduce a norm on vesting the Committee for Medical and Pharmaceutical Control of the Ministry of Health of the Republic of Kazakhstan with a supervisory function in the field of providing medical services. This will allow responding to gross violations and illegal medical activities without lengthy approvals and appeals to the court.
Today, the Committee, as part of state control, identifies cases of illegal medical activities - without appropriate licenses, with gross violations of standards and rules for the provision of medical care.
In 2024 alone, based on the results of 2,214 unscheduled inspections, 1,832 administrative protocols were drawn up, of which 884 were for the provision of services without a license, 817 for gross violations of standards.
The current legislation does not provide for the use of prompt response measures in the healthcare sector, unlike other controlled areas (veterinary medicine, merchant shipping, plant quarantine, etc.).
The initiative to grant the Committee supervisory powers will allow for a timely response to violations, strengthen safety measures in the provision of medical care, protect patients, and increase the effectiveness of control in the healthcare sector.
