Prime Minister Olzhas Bektenov responded to senators' inquiries regarding the need to block dangerous advertising on social media, including Meta and TikTok. The discussion focused on protecting citizens' health from the aggressive promotion of dubious "therapeutic" and hormonal drugs, as well as medical devices without proven efficacy and registration. According to the head of government, the country is constantly monitoring online platforms and cooperating with their administrators. Specifically, a rapid response mechanism has been developed with TikTok, which has enabled the removal rate of illegal content to reach 91%. Joint seminars with representatives of Meta and YouTube were also held in 2025 to discuss moderation standards, digital security, and countering disinformation. Bektenov reiterated the direct provisions of the law. According to the Code "On Public Health and the Healthcare System," the sale of medicines and medical devices that have not undergone state registration and certification is prohibited. Furthermore, restrictions apply to advertising prescription drugs in the media, and administrative penalties are imposed for promoting unregistered or unapproved medications. In their request, the senators emphasized that bloggers and influencers are actively promoting medications with unproven safety, including hormonal medications, dietary supplements, and so-called "miracle drugs." They believe this creates direct risks for patients: people are abandoning proven treatments, self-medicating, and purchasing medications outside the state quality control system. The government also announced the preparation of legislative amendments that would establish liability for online platforms for failure to comply with orders to remove illegal content. A separate provision requires authors of educational medical content to verify their relevant education. These measures are aimed at reducing the dissemination of pseudo-medical information and protecting patients from potentially dangerous treatment decisions and drug use.
